GOAL Collective is seeking a relationship-driven change agent who enjoys working with a wide range of stakeholders to build common goals, create a common vision, and guide their journey to success. GOAL has big aims to support our community of partners and the technology project manager should champion the use of technology to help streamline and evaluate processes while thriving in an environment where problem-solving and enthusiasm are both required. The person in this role is a critical player in helping us build systems within agencies while building a system for the collective as a whole.

Job Responsibilities

Relationship Management

  • Work closely with GOAL leadership to understand and inform the overall technology needs of the collective; specifically maintain alignment with technology activities with GOAL’s mission and objectives. 
  • Build and sustain relationships with GOAL cohort members to understand their individual agency needs while balancing the overall needs of the collective.
  • Attend optional office hours to observe and assist cohort members with ongoing development. 
  • Liaise with working group co-chairs to ensure alignment on issues of adoption, testing, user input, data governance, and reporting needs.
  • Thrive in an environment where change management includes technology configuration and adoption, as well as managing people, and expectations, and building new processes.

Manage Technical Functional Scope and Schedule

  • Manages to capture functional/business scope and requirements from GOAL cohorts/stakeholders to generate technical development acceptance criteria from the technology vendor.
  • Manages overall GOAL Project timelines for GOAL initiatives (capturing GOAL functional milestones and CTS technical scope and deliverables that fit within the overall GOAL initiatives).
  • Communicating and identifying GOAL initiative timelines and changes depending on changing deliverables or scope.
  • Drives user testing and adoption.
  • Identify and track a risk log; communicate possible risks for mitigation and awareness.

Establishing Critical Path

  • The critical path comprises the most important activities in a project that must be completed in the shortest time in a logical order to achieve a minimally viable product (MVP). The purpose of the critical path is for the Tech Manager to focus on managing the activities most important to the project’s success to finish the project on schedule.
  • Work with our technology vendor to determine and evaluate the “definition of done” on individual project tasks/requests.
  • Identify and track a risk log; communicate possible risks for mitigation and awareness.

Managing the Budget (time)

  • Managing ongoing changes in functionality that affect the scope, cost, and time and communicating the trade-offs to GOAL cohorts/stakeholders so we can make the best decision to allocate our technical development resources.

Communication and Documentation

  • Communicate with GOAL stakeholders in technical (ideally Salesforce) and nontechnical terms.
  • Planning for communications with GOAL cohort/stakeholders early in the project and throughout the project lifecycle to ensure technical acceptance criteria are reviewed, approved, and finalized.
  • Provide documented feedback from GOAL cohort/stakeholders on aligned functional/business requirement document requests, changes/modifications, or exclusions.
  • Highlighting use cases in communications so users understand new features.
  • Providing summary reports to decision-makers and executive stakeholders.
  • Track themes and lessons learned experienced by participants of the technology cohort to help inform future planning, and alignment with GOAL collective objectives, as well as problem-solve obstacles.

Qualifications

  • Bachelor’s degree, preferred
  • At least three years of experience in a related role.
  • Some formal training preferred
  • Salesforce experience, preferred
  • Proficient with measuring and reaching goals.
  • Proficient with MS Office Word and Excel.
  • Excellent communication skills, both verbal and written.
  • Strong people skills
  • Excellent organizational and multitasking skills.
  • Ability to meet deadlines
