- Position Description
- This is a non-Civil Service position located with the Homeless Impact Division (MHID) of the Department of Social Services. The Homeless Impact Division is dedicated to improving efforts to end homelessness by harnessing local data to shape program and system design using a “systems thinking” approach.
The purpose of the Homeless Outreach Specialist is to implement an ongoing coordination effort with Metro and nonprofit partner organizations to ensure people experiencing outdoor homelessness are quickly linked to services to help them move off the streets, encampments, and other places not meant for human habitation. In addition, the Homeless Outreach Specialist will follow up with Metro requests about outdoor homelessness. The Outreach Specialist is also expected to coordinate and work with different Metro and nonprofit agencies to ensure people are linked to services that assist them off the streets as quickly as possible.
Incumbent may be required to work some evenings and weekends when needed.
- Typical Duties
- Build and maintain collaborative relationships with different Metro departments (with a focus on working closely with the Metro Police’s community outreach and alternative policing efforts), social service agencies (including nonprofit and faith-based organizations), businesses, state government agencies, and neighborhood organizations to advocate, educate, and collaborate with the goal of moving people off the streets and linking them with needed support as quickly as possible.
- Assist with data entry projects, including promoting Homeless Management Information System (HMIS) data entry with partner agencies, to help ensure that MHID has a solid overview of what outdoor homelessness looks like in Nashville.
- Provide direct outreach services, and help fill gaps in the community by providing housing navigation to people who are sleeping outside in Davidson County with the goal of developing trusting relationships that allow to effectively assist people who are not eligible for other programs to obtain housing.
- Conduct Coordinated Entry and HMIS data entry to start the coordinated entry process for people living outdoors.
- Help maintain an accurate contact list of all outreach groups for the Metro Homeless Impact Division and share it with community partners.
- Co-lead efforts to ensure we have the most accurate Point In Time (PIT) count in our community, and staff other Homelessness Planning Council committees as requested.
- Initiate and support processes that reduce harm to people experiencing unsheltered homelessness and advocate for people living outdoors while encouraging them to access shelter and services.
- Staff committees and coordinate meetings as assigned. Ensure agendas and minutes are provided to meet Metro standards.
- Coordinate extreme weather responses and be available to fill staffing needs if Metro opens overflow facilities including the coordination of Metro’s cold weather response.
- Participate in regular check-ins with Metro Police precincts and build relationships with each precinct and other departments to ensure they have a contact person at the Homeless Impact Division to help coordinate and address services needs around homelessness that may arise.
- Assist in staffing phone lines designated to improve the coordination of services and/or outreach to landlords.
- Other duties as assigned.
- Minimum Qualifications
- Any combination of education and experience that would prepare the incumbent to perform the duties of the position at the appropriate level. Employees would typically have a Bachelor’s Degree.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
- Preferred Experience, Knowledge, Skills, and Abilities
- 3 years of experience working with people experiencing literal homelessness.
- Highly organized with strong oral and written communications skills.
- Experience in crisis management/mediation and trauma-informed care.
- Demonstrated data management and problem-solving skills.
- A demonstrated commitment and passion to ending homelessness.
- Solid understanding of what it means to coordinate service delivery among diverse partners.
- Self-directed and able to offer creative solutions.
- Technology savvy with solid proficiency in using Outlook, Word, Excel, PowerPoint.
- Familiarity with spreadsheets/databases and creating reports.
