Position Description:
The Community Health Specialist is responsible for assisting individuals enroll or re-enroll in a health insurance plan, particularly with TennCare, the state Medicaid Office. The specialists will spend 50% of their time hosting outreach events and 50% of the time providing enrollment services. These positions reports dually to RHA’s Enrollment Director and Community Engagement Manager.
Job Responsibilities
Outreach and Engagement
- Develop outreach and advocacy plans to advance program goals.
- Establish working relationships with RHA members, Rural Health Clinics, and others who serve low-income populations in rural Tennessee.
- Support efforts to assist individuals enroll in TennCare
- Represent RHA with local and state partners.
- Provide technical assistance and outstanding customer service to members and partners.
- Host trainings to teach others how to do Medicaid enrollment.
Case Management
- Build positive relationships with individuals seeking to enroll in health insurance plans.
- Interviews clients to obtain information related to their eligibility for government assistance programs.
- Support enrollment for:
- Complete required training courses within 30 days of hire. Comply with all continuing education and recertification requirements.
- Provide high quality and confidential customer service to individuals seeking health benefits
- Conduct advocacy and outreach local communities about health insurance options.
- Work independently, traveling throughout designated service area and providing services in various locations as needed.
- Handle confidential personal information in accordance with RHA policies and funder requirements
- Ensure that follow-up is completed to capture client referrals and outcomes
- Support call center operations, including answering calls in a timely manner and making accurate referrals to community partners
- Obtains documentary evidence to support client information to ensure proper eligibility determination.
Other Essential Functions
- Work cross functionally with other RHA staff to support all programs and organizational goals as identified by RHA strategic plan and contracts.
- Maintain a deep understanding of all programs and opportunities to share and promote.
- Maintain compliance status with relevant state and federal agencies.
- Attend relevant meetings and professional development workshops.
- Assist with other projects as assigned.
Qualifications
Qualifications:
- High School Graduate degree with 3 year’s of experience, or high school education with 3 year’s of experience and willingness to complete Community Health Worker Training.
- Proven record of designing and implementing new programs including outreach strategies, data and reporting systems, and case management strategies.
- Active listener and critical thinking skills.
- Demonstration of excellent interpersonal, initiative, teamwork, problem solving, communication (verbal and written), project management skills required.
- Proficient using technology.
- Experience working with a high-performing and collaborative team.
- Personal qualities of integrity, credibility, and a commitment to improving health among rural and other minority populations.
- Flexible with ability to manage multiple projects.
Preferred Skills:
- Bilingual Spanish/English
- Certificate in Community Health Worker

- Position is full-time with general operating hours 8:00 – 4:30am.
- This is a hybrid position with approximately 50% time spent in office and 50% remote
- Travel may be required up to 30%, some overnight travel required, including but not limited to the week of RHA’s annual conference November 14th and 17th and quarterly all-staff meetings.
- Starting salary is $45,000; depending on experience
