Job Summary

Position DescriptionThe department of Social Services is seeking an Assistant Director of Planning. This position performs, leads, coordinates, assists with, and monitors all funded activities as it relates to Federal, state, and local regulations. Strategically identify, prepare, plan, and  coordinate community resources and community grants. Monitor, analyze, and lead the administration of grants, housing opportunities, and community capacity building. Develop a community strategy, aligning the work of committees, and create and develop strong collaboration among homeless service providers. This position will lead the Community and all other vital service providers through a strategic competitive process for securing federal, state and local funds.

Metropolitan Social Services, a department of Metropolitan Government of Nashville and Davidson County, focuses on topics and issues continually effecting the economic and social wellbeing of Nashvillians. National and local policy choices have resulted in a deterioration of standard of living and put more people into poverty. Poverty can be multidimensional and result from long-term processes of inequality, persistent exclusion, concentration of economic power, access to wealth-building and social capital, as well as broad transformations in work and society.

Job Responsibilities

  • Prepares community competitive applications for federal, state, local, and all other homeless program funds.
  • Provides technical assistance to service providers in the preparation of community applications.
  • Communicates with other national leaders for best practices in guiding Nashville’s community application process.
  • Coordinates with other local, similar, or competitive communities to improve effectiveness and efficiency.
  • Performs core duties required by the federal, state, and local government, and coordinates broader required activities including the community count activity, developing and updating the community governing language, and assists with staffing the Homelessness Planning Council and supports other vital community committees.
  • Writes and reports on all Office of Homeless Services federal, state and local grants and programs.
  • Utilizes the ESNAP, Sage and all other Federal databases.
  • Assists with writing the CoC Strategic Plan utilizing best practices, and competitive innovative measures.
  • Assists with writing homeless-related portion of the Consolidated Plan for Metro Nashville-Davidson County and annual updates to the same.
  • Develops, monitors, and reports performance measures and goals for the CoC and ensure all are measurable by data collection procedures.
  • Explores shelter and permanent housing options for the homeless.
  • Fosters collaboration among homeless service providers.
  • Prepares, organizes, and drafts agendas and minutes for community meetings.
  • Prepares reports and maintains records.
  • Does related work as required.

Qualifications

Minimum Qualifications

Bachelor’s Degree from an accredited college or university and five (5) years of Project Management Experience in grant writing, along with five (5) years of Supervisory experience . Must have demonstrated successful completion of projects assigned with a progression in both project size and complexity.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.  

Preferred Experience, Knowledge, Skills, and Abilities

  • Knowledge and understanding of the federal regulations related to the Stewart B. McKinney Homeless Assistance Act
  • Experience in understanding the needs of the homeless and knowledge of obtaining funding resources that address these needs
  • Knowledge of zoning requirements for varied housing options for the homeless

Benefits

Metro offers a generous core benefit package to eligible employees who are regularly and consistently working 20 or more hours per week.  Insurance and benefit coverage is effective the first of the month after the employee has worked 30 days.  Employees can change their benefits within 60 days of an eligible change in status or during Annual Enrollment.  Metro also offers optional benefits from which the employee may choose.
