Job Summary

Position Description
This is a Civil Service position located with the Office of Homeless Services (OHS) in the Department of Social Services.

The Administrative Services Manager performs the professional and analytical work involved in the field of finance and administration. Performs professional and managerial duties involved in overseeing and managing all day-to-day operations of the Payroll division, and participates in the more complex aspects of the payroll process. Also, involved in the business operations for the Office of Homeless Services, with an emphasis on payroll. Participates in and handles various aspects of operations and performance involved in a finance-related field of Metropolitan Government. Performs related duties as required.

Job Responsibilities

Typical Duties
 

  • Oversees and processes departmental payroll functions.
  • Supervises the processing of all payroll tax remittances to the IRS as well as quarterly and annual tax filings.
  • Oversees the annual distribution of W2’s to employees and 1099’s to pensioners.
  • Works with top-level manager to establish short and long-term strategic goals for the payroll division.
  • Maintains books and records on all payroll earnings and deductions.
  • Ensures that proper amounts are deducted from employee’s paychecks for withholding tax, social security (FICA), Medicare, deferred compensation, consolidated charitable donations, various insurance premiums, child support, garnishments, Chapter 13 payments, unions dues, and other deductions as necessary.
  • Evaluates staff procedures on a continuous basis and recommends improvements where necessary.
  • Tracks employee time balances & accruals.
  • Monitor and tracks employee performance review process.
  • Assist with onboarding and training of new employees.
  • Plans and recommends improvements in operating procedures.
  • Performs accounting, auditing, compliance, budgeting, purchasing, investing, and other professional finance functions as assigned.
  • Participates in and handles various financial compliance-related tasks.
  • Assists with budget preparation process for the division.
  • Researches, analyzes, interprets, and produces financial and narrative reports and/or projections.
  • Handles routine complaints and questions regarding professional finance-related issues.
  • Provides analytical services to clients, departments, or members of the public.
  • Evaluates public policy issues and plans when needed.
  • Attends meetings as required.
  • Tracks and performs inventory quarterly and annually.
  • Participates in and handles various financial compliance-related tasks.

Qualifications

Minimum Qualifications
EDUCATION & EXPERIENCE:
Bachelor’s Degree plus five (5) years of professional experience in Accounting, Payroll, Auditing, or other financial related field.

Substitution will not be considered for this position.

Candidates with accreditations earned in a foreign institute are encouraged to apply.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Experience with payroll practices and procedures
Supervisory experience
Effective communication skills
Experience maintaining double entry books and fiscal records
Skilled in detecting deviations from regulatory codes
