POSITION SUMMARY: Assists in the coordination of new and existing Housing Choice Voucher (HCV), Family Self-Sufficiency (FSS), and Mainstream program initiatives; provides technical support to division leadership, as well as assisting in implementation of the systems related to Rental Assistance (RA) programs and statistical data; assists with landlord cultivation and outreach.

Job Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Leads and/or assists with projects as assigned by members of division leadership; ensures assigned projects adhere to frameworks and all documentation is maintained appropriately for each project.
  • Provides feedback on project risks and issues and provides solutions where applicable.
  • Coordinates the documentation, testing, and implementation of RA operational processes and procedures as it pertains to new and/or special projects within the RA Division.
  • Conducts research on program business requirements, constructing workflow charts and process flow diagrams; does follow up work at Director’s or Assistant Director’s discretion with office managers and staff to ensure compatibility with program needs.
  • Conducts research on rental housing programs’ policies; collaborates with THDA staff.
  • Coordinates and collaborates with Information Technology to assist the Director and Assistant Director in the development and modification of data reports.
  • Works with internal and industry partners to assist the Director and Assistant Director with the development and monitoring of comprehensive marketing and outreach plans to promote landlord participation in RA programs, as well as other department initiatives that support THDA’s strategic plan; assists with landlord cultivation and outreach.
  • Organizes, attends, and participates in meetings; documents and follows up on important actions and decisions from meetings.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

  • High school diploma or GED; relevant post high school certification preferred.
  • At least one year of experience in federal, state, or local housing programs, property management, or other related field.

Knowledge of Department of Housing and Urban Development (HUD) Rental Assistance programs.

  • Current, valid driver’s license from domicile state and the ability to drive.
  • Occasional in-state and out-of-state travel, including overnight travel.
  • While performing the duties of this job, the employee is regularly required to sit; stand; use hands to finger, handle or feel; and talk and hear.
  • The employee is occasionally required to walk; reach with hands and arms, and stoop, kneel, or crouch.
  • Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver’s license
  • For the past five years, the candidate’s driving record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations
