Job Summary

We are in search of an accomplished HR Director who can take our HR department to the next level – someone who is hands on and part of the senior leadership team providing guidance to the organization on various HR initiatives, including: recruitment and retention efforts; policy and procedure formulation and administration; compensation and benefit planning and administration; and activities and programs relating to HR strategy and operations.   In this role, you are an advocate for employees and collaborate with managers while ensuring legal compliance and implementation of the organization’s mission and talent strategy.  Under the direction of the CEO, the HR Director works to create a positive work environment emphasizing empowerment, quality, productivity, and continuous improvement.

Job Responsibilities

Primary Job Responsibilities

  • Conduct recruitment efforts for all employees and work closely with supervisors to screen and interview candidates conducting background checks and extending job offers. 
  • Utilize Paylocity HRIS to track, manage and analyze employee records and trends. 
  • Conduct new employee orientations and exit interviews. 
  • Administer employee benefits including annual policy review to ensure plans are competitive and cost effective. 
  • Conduct total compensation analysis including salary surveys.  Develop and implement salary structure and provide recommendations for annual salary budget. 
  • Assist managers and supervisors in preparing employee evaluations; provide employee relations counseling and investigations as needed.
  • Advise management and employees on HR matters including policy interpretation in line with all federal, state and local employment laws. 
  • Enhance, revise, implement, and enforce HR policies, procedures and processes to maximize efficiency and effectiveness throughout the organization and maintain the employee handbook and other related policy and procedure manuals.
  • Facilitate and/or provide training to staff on HR related procedures and practices.
  • Provide leadership in the area of retention and positive employee relations, including but not limited to relationship building initiatives, employee surveys, and management counselling.
  • Proactively investigate and provides analysis of personnel issues for resolution as needed.
  • Assure electronic and hard copy files and records are maintained to meet agency policies and external (federal, state, local) laws, funding and licensing requirements.
  • Participate in the design and implementation of learning and development programs.
  • Act as Title VI Coordinator for the agency.

Qualifications

Required Qualifications:

  • Degree in Human Resource or similar degree with coursework emphasis on personnel management or highly developed skills acquired through human resource training and experience.
  • Minimum of 10 years’ progressively responsible experience in Human Resources
  • Possess a solid understanding of HR principles and practices, with a special emphasis on talent management and compensation.  
  • Detail oriented, logical, and methodological approach to problem solving.
  • Demonstrated capability to interface and maintain effective relationships with all departments and employees in a team-oriented environment; good organizational skills and demonstrated self-initiative.
  • Working knowledge of federal and state laws and regulations related to administering human resources. 
  • Ability to navigate professionally through personnel and time sensitive matters.
  • Superior oral and written communication skills and the ability to establish and maintain effective working relationships.
  • Proficient in Microsoft Word, Excel & HR database systems.
  • Valid Tennessee Driver’s License.

Preferred Qualifications:

  • Experience working with Paylocity.
  • SPHR, PHR and/or SHRM equivalent certifications.

Experience coordinating diversity recruitment efforts/initiatives
