Job Summary

Create, develop, and maintain safe, affordable, quality, permanent housing opportunities, with support services as needed, for low-income people living with substance use disorders in Nashville/Davidson County, regardless of which agency provides them services.

Job Responsibilities

ESSENTIAL FUNCTIONS

Housing advocacy

• Implement the goals in Nashville of the Creating Homes Initiative of the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS), Office of Recovery Services, as specified in Park Center’s contract, including Nashville’s part of the statewide goal to develop and maintain units of housing for people living with substance use disorders statewide.
• Aggressively seek out opportunities and collaborate with potential funding entities and service providers to leverage and funnel housing and housing support services to people living with substance use disorders to Nashville.
• Write and assist with grants and funding proposals to secure funding for these housing and housing support services.

Planning, development  and Implementation

• Facilitate or assist in the planning, development, and implementation of permanent supportive housing facilities, as well as keeping existing facilities and programs in operation. In addition to grant writing, this is accomplished through developing and coordinating layers of funding, bringing housing and service providers together, facilitating or assisting housing and support services coming to full implementation and remaining in operation, and other activities as required.

Outreach and Education

• Set up and conduct outreach meetings to educate and elicit the participation of a wide variety of community partners in implementing these goals.
• Set up and conduct outreach to recovery services recipients that facilitates their applying for HUD Section 8 housing assistance.
• Actively participate in Nashville’s HUD Continuum of Care processes to increase applications for permanent supportive housing for persons living with substance use disorders.

Housing Assessment and monitoring

• Conduct or facilitate the development of an assessment of the unmet housing needs of people with substance use disorders in Nashville that specifically identifies the needs of consumers in jails, shelters, hospitals, treatment centers and those experiencing homelessness.
• Track and monitor the success of housing and housing support services projects created in Nashville through this initiative.

Community Collaboration, Activity and Reporting

• Submit quarterly reports to the Office of Recovery Services of the TDMHSAS that describe the activities of the Regional Housing Facilitator in the form and on deadline as required by that office.
• Actively coordinate and work with the TennCare Managed Care Organizations serving consumers in recovery in Nashville to gather information about regional housing and housing support service needs and services delivered.
• Conduct trainings concerning housing and housing support services as needed for community providers.
• Address and combat housing discrimination against people living with substance use disorders in Nashville, often referred to as “Not in My Back Yard” or “NIMBY” issues that threaten the fair housing rights of people in recovery.
• Facilitate and participate in community collaborations that facilitate the achievement of these goals.
• Implement additional goals and activities related to the purpose of this position a specified by Park Center or the Office of Recovery Services of the TDMHSAS, and specified as follows:

Personnel guidelines:

• Notify appropriate staff when not in the facility.

• Maintain a good attendance record, notifying supervisor personally when needing time off.
• Follow all personnel guidelines as outlined in Park Center’s Personnel Policies.
• Represent Park Center, TDMHSAS and this initiative in the community in a positive manner.

Qualifications

QUALIFICATIONS

• Bachelor’s degree in a related field
• Two (2) years’ experience serving people with substance use and co-occurring mental health disorders – and particularly, in developing housing affordable to people with low incomes
• Successful grant writing experience
• Good verbal and written skills
• Computer literacy in Microsoft and Excel
