Job Summary

Tennessee Association of Mental Health Organizations (TAMHO) is seeking an experienced professional to serve as its Executive Director.    This dynamic professional will be the keystone for the current and lasting success of this non-profit organization. Must manage and lead the Association staff and Board of Directors for the overall good of its mission by implementing a strategic plan for mental health that has great impact on the daily life of the fragile population that we serve.  Individual must be an excellent communicator, have strong passion and advocacy for behavioral health and whole person care, host successful board meetings, technologically savvy, manage the budget, political and legislative advocacy and demonstrate strategic and visionary leadership with a commitment to lead TAMHO into the future.

Job Responsibilities

The Executive Director is accountable to the Tennessee Association of Mental Health Organizations (TAMHO) Board of Directors, comprised of CEO or designees of member organizations and works closely with the Executive Committee. In full concert with the Board and executive team, the Executive Director will provide visionary leadership for TAMHO and ensure that its activities support the vision/mission. The Executive Director will advance and promote the organization with the State gubernatorial and legislative leadership, the Medicaid Authority (TennCare) the State Department of Mental Health and Substance Abuse Services, other key state departments, and other stakeholders throughout the state; develop and implement strategies, operational plans and tactics to achieve results; identify, develop and pursue new programs/services and business opportunities along with the staff; act as the principal steward of the organization’s resources and; foster a high-performing team of committed professionals, staff and volunteers.  Function as a voice and visible leader in the industry.  Facilitate CMHC PAC activities as needed.

 

Given the changing landscape of mental health services and federal/state/local funding, it is important for the Executive Director to be able to effectively assess risks and evaluate business opportunities to drive continued organizational success in a highly complex and ambiguous environment. Specific responsibilities include, but are not limited to, the following:

 

1.            Establish the organizational and staffing structure for the TAMHO office.

2.            Recruit, hire and train staff and administer an effective personnel program. Supervise and motivate staff to promote cohesion and productivity.

3.            Oversee or provide directly the necessary support to Committees and Committee Chairpersons in conducting their work. Assist in the operation of Committees to ensure that decisions are properly coordinated within the Association organization structure and submitted to the Executive Committee and Board of Directors for action.

4.             Scan the healthcare environment to share relevant information with Association leadership. Provide timely and accurate reports to the Committee Chairpersons, Executive Committee, and Board of Directors.

  1. Implement Board-approved policies and the Association’s Strategic Plan.
  2. Develop and recommend an annual budget, and manage the financial affairs within the Board-approved budget and financial policies.
  3. Responsible for the planning, promotion, and administration of all meetings of the Association including the Annual Meeting. Plan and coordinate all meetings of the Executive Committee and Board of Directors.
  4. Responsible for the management of all contracts with governmental agencies, private corporations, or with any affiliate organizations the Association may choose to develop.  Serve as the authorized agent of TAMHO in negotiations for services and contracts.
  5. Participate in National Council Association Executive and Public Policy meetings. Collaborate with NatCon leadership as needed.
  6. Using Board-approved policy as a framework, serve as spokesperson and liaison for the Association in conjunction with the TAMHO President.
  7. Lead an effective government affairs program to represent the best interests of the TAMHO membership to external public, including key public policymakers in departments of State government and members of the Tennessee General Assembly.
  8. Administer the Community Mental Health Committee-Political Action Committee (CMHC-PAC) in accordance with a contract agreement between the TAMHO and CMHC-PAC Boards of Directors and within the regulations established by the Bureau of Ethics and Campaign Finance, Tennessee Registry of Election Finance.
  9. Lead an effective member relations program.
  10. Lead an effective public relations program that promotes TAMHO and its members.
  11. Ensure the legal integrity of the Association.
  12. Perform such other duties as may be assigned by the Board of Directors.

Qualifications

  • Master’s degree in business or healthcare management with a mental health emphasis, and 5+ years of related experience with a proven track record of growth and success.
  • Demonstrated effectiveness in strategic planning, healthcare administration and nonprofit advocacy and a track record of operating within the political process
  • Excellent written and verbal communication skills, including public speaking
  • Prolific relationship-building and collaboration skills
  • Proven team player who can build positive relationships and partnerships
  • Ability to navigate and flourish in a political environment
  • Strong passion and advocacy for behavioral health and whole person care
  • Impeccable integrity and credible executive presence
  • Proven staff and community leadership abilities
