Job Summary

The Greater Nashville Regional Council (GNRC) is seeking an experienced data scientist to join its Research and Analytics team.  The selected candidate will help expand the organization's in-house capacity to develop a range of macro-level forecasting models and microsimulation tools to better plan for regional population growth and to aid in the prioritization of transportation improvements.  The team is responsible for maintaining information and datasets, creating maps and other data visualizations, and performing analysis in support of the organization’s programs.  The team consists of expert users of geographic information systems (GIS), data visualization tools, forecasting models, and web-based data applications.

GNRC was established by the TN General Assembly as an association of local governments empowered to convene local and state leaders for the purposes of planning and programming state and federal investments into a range of social services and public infrastructure. GNRC serves as the region’s federally-recognized Metropolitan Planning Organization (MPO), Area Agency on Aging and Disability (AAAD), and Economic Development District (EDD). Job Responsibilities

The Transportation Data Modeler will be expected to:

  • Develop, calibrate, and/or deploy forecasting models to simulate or predict demand for infrastructure and public services;
  • Assist with the design and development of software applications to collect, track, and disseminate information about a variety of public assets;
  • Compile and analyze a variety of datasets pertaining to GNRC programs and services;
  • Prepare written reports that provide data interpretation and/or research findings to executive leadership and policymakers;
  • Prepare visualizations to engage the public and stakeholders in public policy discussions;
  • Create, maintain, and deploy GIS files to conduct spatial analysis or create maps using ArcGIS and other planning tools; and
  • Other special projects as assigned by the Director of Research and Analytics.

Qualifications

Qualifications: The candidate will have advanced knowledge of regional planning, big data analytics, traffic simulation models, travel demand forecast models, and geographic information systems. Priority will be given to candidates with experience using Caliper TransCAD and TransModeler software platforms.  A Master's degree in Civil Engineering, Community and Regional Planning, Geography, Computer or Data Science, or related field and two years of professional experience within public policy or planning is required.  A bachelor’s degree and four years of professional experience may be substituted for the master’s degree. Foreign degrees and credentials will be considered.

Remote Work and Travel Expectations:  This position may include a mixture of in-office and work-from-home opportunities and will require travel throughout GNRC’s planning region.
