Job Summary

What you’ll do: Senior Manager of Federal Programs serves as key liaison to Senior Director, Community Impact on all matters pertaining to federal programs. Oversees team that executes all aspects of federal programs. Primary responsibilities include program integrity and administrative workflow of the Child and Adult Care Food Program (CACFP) At Risk Afterschool Meal Program, Summer Food Service Program (SFSP), Commodity Supplemental Food Program (CSFP), The Emergency Food Assistance Program (TEFAP), and Supplemental Nutrition Assistance Program (SNAP). Job Responsibilities

Key Responsibilities:

• Manages and directs five federal programs to include timely & accurate application submission, staff training & monitoring, accurate recordkeeping, adherence to program rules, audit participation, and submission of monthly claims & reports.

• Ensures required caseload for CSFP is met, increasing numbers of partners are trained in SNAP outreach, and manages TEFAP allocation & bonus requests.

• Executes day-to-day operation of any given federal program as needed.

When & Where:

• Schedule: Monday – Friday, 8:00am – 4:30pm. Occasional evenings and/or weekends may be required for meetings or special events. Occasional duties may be necessary, as well as responding to issues, outside of normal working hours (e.g., disaster response, community events, etc.).

• Travel: Occasional daytime travel required, up to 15% of work week within the local service area. Current driver’s license with copy of current auto insurance and acceptable Motor Vehicle Record (MVR) results required.

• Flexibility: our flexible work program is a strategic tool to achieve organizational goals, empower employees to do their best work and foster engagement by supporting high performance, business continuity as well as wellbeing and work-life-balance. WorkFlex arrangements are complex, specific to individuals and roles and include the following options: alternative schedule, compressed week, reduced/ part-time, job sharing, remote day and telecommuting.

• Essential business/ first responder: In instances of a federal, state or locally declared emergency, Second Harvest is typically considered an essential business service and emergency responder. All employees may be required to perform regular or emergent duties on-site. Employee safety is balanced with business and community necessity. Some positions are more likely to be required onsite than others.

• Responsible for team of five and directly supervises two: Federal Programs Manager and Client Outreach Manager.

• Maintains a strong service orientation in responding to the needs of all partners in our service area.

• Represents Second Harvest to various audiences including individual and corporate donors, volunteers, peer non-profits, as well as community groups and meetings.

Qualifications

Is this you?

• Education: Associate degree required. Bachelor’s degree preferred.

• Experience: 2+ years of related experience and/or training required.

• Skills & Capabilities: Demonstrated knowledge of the Child and Adult Care Food Program (CACFP) At Risk Afterschool Meal Program, Summer Food Service Program (SFSP), Commodity Supplemental Food Program (CSFP), The Emergency Food Assistance Program (TEFAP), and Supplemental Nutrition Assistance Program (SNAP) program guidelines and requirements.

• Job Family Competencies: Coaching and developing others. Result orientation and execution. Quality improvement. Project Management.

• Other requirements: our pre-hire process requires acceptable results from the following: professional reference feedback, criminal background, Motor Vehicle Record and a pre-employment drug test. Current Driver’s License and automobile insurance are also required. Criminal backgrounds are evaluated on a case-by-case basis considering several factors (timing, frequency, severity and job relation).

Compensation & Benefits: Second Harvest is proud to offer rich and affordable total compensation packages. Total compensation for full-time employment includes many benefits, in addition to base pay. The paid days off policies include: 10 holidays, 15 vacation, 12 sick and personal time, as required by law. Traditional benefits offered include medical (employee-only coverage paid 100% by employer) dental and vision.
