Job Summary
Provides coordination and strategic direction for administering fiscal aspects of budgets, including grant management, and fiscal reporting. Leads Family & Community Partnerships (Extended Learning, Family Engagement, and Community Achieves) payroll process including supplemental pay and Support Hub staff, purchases, and budget tracking and analysis. Collaborates with the Extended Learning Coordinator, FCP Grant Manager, and Federal Programs to ensure grant budget programs comply with State and Federal laws, regulations, and guidelines for using federal, state, and local funds.
Job Responsibilities

- Lead and oversee department time-keeping function (Kronos), exception pay, and overtime pay for and serve as back-up for other Student Services timekeepers. Well-organized, employs critical thinking, independent judgment, and independent action to resolve exception pay issues, discrepancies, and batch errors in a timely manner. Monitor, track, and calculate supplemental pay for Extended Learning school-based employees. Maintains a report of payroll-associated costs accrued each pay period per funding source. Well-versed using Excel’s data analytical tools, such as pivot tables, lookup, and analyzing ELP payroll trends. Identify trends and actionable insights that support strategic staffing decision-making for extended learning offerings.
- Facilitates communication with schools and other offices concerning grant funds and manages documentation for monitoring purposes. Ensure the appropriate approval of expenditures related to multiple, large government grants such as 21st CCLC/LEAP funds. Process purchase requisitions for the F&CP department and ensure invoices are received and submitted to Accounts Payable in a timely manner. Independently resolve discrepancies and documentation concerns.
- Collaborate with Extended Learning and Federal Programs team to collect, compile, and archive supporting documentation for audit and monitoring requests related to grant projects, programs, and initiatives; serve as liaison with inventory department regarding compliance with procedures for grant-funded equipment.
- Collaborate with the Grants Management Team in the Office of Federal Programs and Director of Extended Learning Programs to ensure compliance with federal, state, and local laws, regulations, and guidelines; coordinate monitoring requests from federal and state monitors.
- Manages and streamlines monthly and quarterly budget tracking and reconciliations for grants and other funding sources. Review the internal accounting system, as to the available balances of assigned grants. Inform the grant manager of program balances and any issues or concerns.
- Responsible for department timekeeping function: collects, processes, and archives all department pay and mileage reimbursements.
- Led and managed grant-funded travel and purchases from beginning to end for the F&CP Department using Concur and Conferma Pay to submit proper submission of grant-funded travel and reimbursements.
- Design and develop F&CP project management tracking, i.e. inventory, calendars/deadlines, printing.
- Keep abreast of federal, state, and local laws, policies, and regulations for grant administration. Ensure schools and the district remain compliant with state and federal guidelines and laws regarding the use of federal funds and administration of grants.
- Keep up-to-date technically and apply new knowledge to work.
- Performs other duties or tasks as required or assigned which are reasonably within the scope of the responsibilities in this job classification.
Qualifications
Education (training/degree): A Bachelor’s degree in a related field is required. Master’s degree in a related field preferred.
Experience: Minimum 3-5 years experience in education grants management, accounting, budgeting, and/or finance. Must have prior experience with public school systems federal grants, and payroll, including experience with budget development and oversight responsibilities.
Skills Required:
- Strong time management skills, detail-oriented, analyzing programs and data accurately, problem-solving, and working independently and within a team environment.
- Proficiency in Microsoft Office Suite and SharePoint, Kronos, and R12 accounting system; Expert-level experience in Excel.
