Job Summary

The Construction Engineer primarily focuses on construction engineering assignments that include constructability reviews, temporary work designs, and observing work in progress. The person will also ensure the build is completed with proper plans and specifications and plan for the improvement and maintenance of infrastructure systems, such as roads, water and sewer systems, and buildings.  MDHA offers competitive salaries and an amazing retirement program. Job Responsibilities

  • Manage the construction of diverse projects, working with architects, structural engineers, owner representatives, general contractors, and other personnel to ensure that the finished construction project aligns with the intended design and specifications. Provide regular updates to the Director of Planning and Development and other stakeholders.
  • Contribute to the creation and maintenance of comprehensive community plans, with a particular focus on infrastructure needs.
  • Collaborate with the Planning and Development Analyst, other staff, and consultants to conduct a feasibility analysis for potential development activities.
  • Collaborate with the senior architect on construction project planning and design stages.
  • Develop construction project budgets and collect and organize resources and staff.
  • Negotiate and administer contracts with subcontractors, suppliers, and vendors, ensuring compliance with proper requirements and regulations.
  • Oversee building progress, enforce safety regulations at construction sites, and facilitate submission of building permits to the proper authorities.
  • Assess the viability and potential risk associated with the project, considering site conditions, environmental impact, and financial feasibility. Then, propose and implement mitigation strategies.
  • Review contractors’ pay applications, ensuring accuracy, contract terms compliance, and project progress alignment
  • Perform punch list field walks with the Assistant Director, Property Management-Maintenance.
  • Troubleshoot and resolve technical problems during construction, making informed decisions that balance design intent, cost implications, and project goals.
  • Ensure all project documentation is accurate, up-to-date, and properly archived.
  • Implement innovative solutions to improve construction efficiency and cost-effectiveness.
  • Conduct post-construction evaluations to assess construction performance and identify areas for improvement.

Qualifications

Behavioral Skills: 

Ability to communicate effectively, orally and in writing in both formal and informal settings; ability to establish working relationships with general contractors, developers, officials, community and civic leaders; ability to create strategic plans; must be detail-oriented and can develop processes and procedures; ability to analytically solve problems, make sound judgments and exercise good decision making.

Technical Skills: 

Knowledge of the principles and practices of project management of large-scale capital projects through all phases including Planning, Design, and Construction; knowledge of project development including scope, budget, and schedule for projects under a regulatory structure and with a set time frame; knowledge of LEED Certified Building criteria; familiarity with HUD multi-family housing programs, including project-based section 8 and the Rental Assistance Demonstration program; knowledge of federal, state, and local laws and regulations governing construction and procurement policies and practices; excellent management, leadership, and interpersonal skills to work as the primary subject matter expert for Project Management on MDHA’s Redevelopment.

Willingness, mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without an accommodation that requires sitting, standing, and walking; dexterity of hands, clarity of vision, speech, and hearing, and powers of observation; other physical duties as required.

Financial Skills:

Knowledgeable of financial operations in the planning and development process

REQUIRED EDUCATION, EXPERIENCE AND LICENSES:

Bachelor’s degree in construction engineering or civil engineering or a related field and five (5) to seven (7) years of engineering experience in construction, structural, or civil engineering or a combination of education, training, and experience that provides the required knowledge, skills, and abilities.
