JOB DESCRIPTION

Summary

The Refugee Services Employment programs provide supportive and supplemental services to refugees, asylees, Special Immigrant Visa (SIV) holders, and eligible Humanitarian Parolees in Georgia, Alabama, and Tennessee on their path from surviving to thriving. Under the supervision of the Associate Director of Refugee Services, the Regional Economic Empowerment Program Manager will execute and implement the specific services of their assigned economic empowerment programs and ensure that the goals and objectives of the programs are accomplished within the prescribed time frame and within budget. The position will provide strategic management for the health and growth of Inspiritus economic empowerment programs with strict financial oversight. She/he will conduct staff training, implement quality assurance plans, and work closely with the team of managers and coordinators to facilitate collaboration and teamwork between refugee services programs in order to provide quality services.

Job Responsibilities

Essential Functions

  1. Understands and is aware of all aspects and any changes of assigned programs contractual requirements.
  2. Organizes and coordinates the programs activities in compliance with all contract and regulatory requirements.
  3. Ensures that all services provided by economic empowerment teams across Inspiritus locations meet or exceed contract standards and guidelines.
  4. Prepares and responds to monitoring and audit reports, with input from Associate Director of Refugee Services. Implements required changes.
  5. Designs and implements training plans for all assigned program teams.
  6. Carries out quality assurance plans for all assigned economic empowerment programs.
  7. Monitors team members to ensure that the required billing and reporting information is submitted, and the monthly billings and invoices are accurate and compliant.
  8. Works with Community Engagement and Development team to raise and report matching funds to meet contractual requirements across Inspiritus offices.
  9. Oversees all relevant database documentation and tracking for each program and any other data to ensure reporting is complete, accurate, and up to date.
  10. Strategically plans for the creation of new services and identifies possible program and funding sources.
  11. Identifies, defines, and assesses client needs that are not being met by current programs and designs program components for new proposals.
  12. Works with Inspiritus Development team to provide information and assistance for grant applications and contract proposals. Prepares grant applications and funding requests independently when appropriate.
  13. Assists staff with issues or grievances that may arise with clients, the community, etc.
  14. Oversees the administration of client and partner feedback surveys to assess refugee and stakeholder program satisfaction. Develops and implements quality improvement plans based upon the assessment in partnership with managers and coordinators.
  15. Helps ensure the coordination and integration of services. Coordinates program activities with related activities within the department and in other departments to ensure efficiency and economy.
  16. Ensures department compliance with state and federal contracts, including conducting quarterly community consultations for Matching Grant programs.
  17. Promotes Inspiritus Refugee Services department by providing community education opportunities; organizes and generates support for the departments services among congregations, business, and community groups.
  18. Keeps abreast of national, state, and local policies and practices that impact the department and client base and keeps abreast of current events and trends influencing the delivery of service programs.
  19. Maintains personal and professional boundaries in the performance of the job.
  20. Forges mutually respectful partnerships with clients, co-workers, and volunteers.
  21. Participates in Inspiritus functions and public relations activities.
  22. Participates in training and professional conferences to keep abreast of current trends.
  23. Conforms with and abides by all regulations, policies, work procedures, and instructions.

Qualifications

Work Environment
This position which requires primary residence within the state of Georgia, Alabama, or Tennessee. Exceptions may be possible based on residence proximity to a metropolitan area where Inspiritus provides Refugee and Immigrant Services programming. Inspiritus Refugee and Immigrant Services offices are in Atlanta, GA, Savannah, GA, Birmingham, AL, and Nashville, TN.

Physical Demands
Regularly required to talk and hear in person and on the telephone. Required to stand, walk, sit, use hand to finger, handle or feel objects, tools or controls: and reach with hands and arms to operate computer and other office equipment. Required to operate a personal vehicle. Employee frequently lifts and or moves up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m.

Travel: Up to 25% local travel

Required Education and Experience

  1. Bachelors degree or international equivalent in human services, social work, or other applicable field and minimum of five years of previous program management experience in human services, or an equivalent combination of education and experience
  2. Experience designing, implementing, and managing relevant projects with federal government cooperative agreements and/or contracts
  3. Excellent oral and written communication skills in English
  4. Experience working in a culturally diverse environment and high level of cultural competence
  5. Conviction about the capacity of people to grow and change
  6. Ability to set limits and maintain the helping role of the practitioner
  7. Excellent computer skills, accurate typing, and knowledge of Microsoft Word, Excel, and Outlook
  8. Must have the ability to communicate with all persons in a culturally competent manner.
  9. Must be sensitive to the service populations cultural and socioeconomic characteristics.
  10. Must own a personal multi-passenger vehicle, hold a valid Drivers license, have a good driving record, and have appropriate personal auto insurance

Preferred Education and Experience

  1. Masters degree in human services, social work, business, or other applicable field.
  2. Experience managing and leading refugee-serving programs in the United States or abroad, including Reception & Placement, Match Grant, Refugee Social Services, Refugee Career Pathways, etc.
  3. Reads, writes, and speaks a relevant foreign language.
  4. Experience living, working, or studying outside of the United States.
