Salary Range:  $69,840 – $89,500 Annually

Job Summary: 

The Tennessee Primary Care Association (TPCA) is a membership association of Community Health Centers serving low-income populations in Tennessee.  TPCA places a high value on member relations.  It is a dynamic, team-oriented non-profit that provides support and technical assistance to health centers in underserved communities. The Quality Manager contributes to this work by leading health center engagement in continuous quality improvement through evidence-based interventions and methodologies that use and optimize data and health information technology. The Quality Manager is entitled to a cell phone allowance because of the extensive travel requirements of the position.

Job Responsibilities

Responsibilities:   

The primary responsibilities of the Quality Manager are to lead health center engagement in continuous quality improvement. The Quality Manager will promote the utilization and optimization of data and health information technology, and the role will contribute to the success of the Center for Quality in Community Health, TPCA’s Health Centered Controlled Network (HCCN).

Duties:   

Duty 1:  Lead health center engagement in continuous quality improvement.

  1. Design and deliver training and technical assistance on all aspects of health center quality and process improvement.
  2. Serve as subject matter expert in the use of LEAN/Six Sigma methodologies for health center quality and process improvement
  3. Manage health center development and implementation of evidence-based interventions and workflows.
  4. Facilitate health center change management and collaboration among leaders, providers, and staff across departments (clinical, operational, financial, and quality).
  5. Guide health centers in developing and implementing work plans for performance improvement.

 

Duty 2: Lead health center engagement in the utilization and optimization of data and health information technology.

  1. Design and deliver services that guide health centers in using data for value-based care. 
  2. Design and deliver services that promote evidence-based practices related to data collection, abstraction, entry, extraction, normalization and reporting, visualization, analysis and utilization.
  3. Serve as subject matter expert on health center data sets and key performance indicators (e.g., Uniform Data System (UDS) and Healthcare Effectiveness Data and Information Set (HEDIS)).
  4. Develop and implement strategies to visualize and present key performance indicators for a variety of audiences.
  5. Collaborate with the HIT Manager to promote health center utilization and optimization of health information technology.

Duty 3: Provide subject matter expertise that contributes to the success of the Center for Quality in Community Health (CQCH)

  1. Develop and provide reports that demonstrate health center performance trends.
  2. Identify and communicate member health center needs.
  3. Engage in CQCH team work in pursuit of strategic goals and objectives.

Duty 4: Support TPCA Team Work by Supporting TPCA Policies, Procedures, and Participating in Staff Activities 

  1. Maintain knowledge of TPCA policies, procedures, and software.  
  2. Participate in TPCA staff huddles, functional teams, staff meetings and pertinent conferences and meetings. 
  3. Complete TPCA-related forms and activities such as timesheets/activity reporting, leave requests, and travel forms, including travel authorizations, expense reports and documentation within the timeframes set in TPCA procedures. 
  4. Provide staff support at Association sponsored events, such as the Annual Conference and President’s Dinner. 
  5. Perform other tasks and duties as identified by the immediate supervisor. 

Qualifications

Minimum Qualifications: 

  • Bachelor’s degree required; Master’s degree preferred.
  • Minimum 3 years’ experience in health center operations, quality improvement, data/analytics, informatics, and/or data management.
  • Minimum 3 years’ experience with primary care and demonstrated proficiency with clinical quality improvement or outcome measurements. 
  • Proficiency in computer technology applicable to clinical operations.
  • Professional certification in LEAN/Six Sigma must be completed within the first year.
  • Experience in using Electronic Health Records (EHRs) and platforms for data aggregation, reporting, and population health management. 
  • Experience in quantitative and qualitative data analysis. 
  • Experience as successful team member responsible for delivering critical data summaries or reports necessary for planning and process improvement.

    • FQHC governance and Prospective Payment System (PPS).
    • Business and leadership principles involved in strategic planning and performance measurement.
    • Primary care medical practice leadership, protocols, processes, and procedures.
    • Value based care
    • Uniform Data System (UDS) and Healthcare Effectiveness Data and Information Set (HEDIS)
    • Evidence-based Continuous Quality Improvement and Process Improvement methodologies
    • Concepts and principles of systematic problem solving (LEAN/Six Sigma)
    • Patient Centered Medical Home model, concepts, competencies, and criteria.
    • Care Coordination and Care Management programs and services
    • Social determinants of health and social risk factor interventions  
  • Skills:
    • Excellent interpersonal skills (change management, conflict resolution, and motivational interviewing)
    • Ability to apply critical thinking and systematic problem solving to identify root causes and solutions within a variety of contexts and situations.
    • Creativity and vision to organize data in meaningful presentation formats to deliver key messages. 
    • Excellent computer skills, particularly with software in Microsoft Office, data visualization/business intelligence software, and Electronic Health Records
    • Strong data management and organization skills.
  • Abilities:
    • Work with minimal supervision and maximum accountability, organize multiple tasks     and meet deadlines. 
    • Manage several projects concurrently and adapt to changes in project requirements and/or the work environment. 
    • Work collaboratively within a team. 
    • Communicate and work effectively with health center staff and external partners 
    • Awareness of the needs of medically underserved populations, demonstrates cultural competence, and shows interest in learning about community-based primary health care systems. 
    • Must have excellent written and verbal communication skills. 
    • Professional demeanor. 
    • Fluency in written and spoken English. 

Work Environment (includes physical requirements): 

  • Work will be performed in the office environment and outside of the office at meetings or events. 
  • Position requires extensive use of a computer. 
  • Communication will be by phone, in person, via e-mail and social media.   
  • Responsibilities will include travel across the state and flexibility with hours. 
  • Physical ability to lift, carry, push or pull materials up to 20 lbs. on occasion, particularly when setting up for events.
