Job Summary

The Property Manager is responsible for the efficient management of Park Center’s commercial and residential properties in accordance with Park Center policies and procedures, Fair Housing, ADA, and all other Federal and State laws.

A key role of the Property Manager is to support tenants throughout their tenure in a Park Center property. Primary responsibilities include leasing and renewals, receiving and posting rent, property inspections, entering work orders, and corresponding with tenants, third parties, and the housing attorney.

The Property Manager works in close coordination with the Regional Property Manager (RPM), the maintenance team, the finance team, and the member support team serving program participants. Park Center Property Management pursues dual goals of managing financial performance and supporting housing stability.

Job Responsibilities

ESSENTIAL FUNCTIONS

  1. Tenant relations
    1. Provide excellent tenant service by maintaining a positive customer service attitude
    2. Respond to tenant requests in a timely and courteous manner
    3. Investigate and resolve tenant complaints, violations, and problems
    4. Enforce rules of occupancy
  2. Leasing and renewals
    1. Process applications
    2. Interview potential tenants and provide property tours
    3. Complete the applicant screening process (e.g., background checks, reference checks, income verification, etc.)
    4. Prepare leases and related documents
    5. Facilitate leasing and move-in process
    6. Track and complete renewals
  3. Rent collection
    1. Communicate the rent collection process to relevant parties
    2. Receive rent and issue receipts
    3. Provide tenant guidance about online payments
    4. Post rent and prepare bank deposits
    5. Make late rent calls and send certified letters
    6. Assist Finance team with rent reconciliation
  4. Property maintenance
    1. Enter and follow up with work orders
    2. Ensure that the appearance and physical aspects of the properties meet Park Center’s established standards through routine site and safety inspections. Physically walk and inspect properties on a regular basis; check on vacant apartments.
    3. Inspect vacated units to determine security deposit disposition
    4. Update make ready board indicating vacancy status on a daily basis.
    5. Coordinate with maintenance and vendors to ensure timely unit turns after move-out.  Ensure adherence to organizational KPI of less than 9 days to turn a unit.
    6. Assist RPM with capital planning for properties.
    7. Coordinate with the maintenance team to prepare properties for audits or inspections.
  5. Compliance
    1. Follow all relevant regulations and compliance requirements
    2. Stay current on federal and local regulations
    3. Proactively seek continuing education on industry standards and best practices
    4. Ensure Park Center’s compliance with tenant rights
  6. Rental subsidy administration
    1. Support RPM with the administration of applications, certifications, inspections, and renewals process for:
      1. 30+ Section 8 project-based vouchers
      2. Tenant-based vouchers (i.e., Housing Choice Vouchers, Shelter Plus Care, etc.)
      3. 14-unit HUD 811 project
    2. Process HAP requests, EIV reports, REAC inspections, etc.
    3. Maintain schedule of deadlines and anniversaries
  7. Documentation
    1. Maintain all required documentation for compliance with vouchers, HUD, and other entities
    2. Maintain accurate and complete tenant records
    3. Prepare reports as requested by Property Manager
    4. Respond to requests for documentation in an accurate and timely manner
    5. Ensure invoices are submitted timely to the Finance Department for payment.
  8. Values cultural competence and diversity
    1. Collaborate with staff, members, and the community to gain the perspectives of others having diverse opinions, abilities, values, beliefs, perspectives, and ethnic or cultural backgrounds.
    2. Take deliberate steps to increase your own cultural competency by attending trainings, events, discussions, workshops, etc.
    3. Is intentional to increase cultural competency within the department.
  9. Other duties as a member of Park Center Staff:
    1. Participates in staff and supervision meetings.
    2. Completes Relias Learning courses by deadline.
    3. Keeps up with current issues by consistently reading emails and other messages.
    4. Maintains good attendance and punctuality. Follows policy for vacation and sick time.
    5. Follows all Personnel Policies and Procedures.
    6. Follows HIPAA confidentiality guidelines.
    7. Follows emergency procedures (i.e.: resident crisis, injury, or weather).

Qualifications

  • High school diploma or equivalent required, Bachelor’s degree preferred.
  • Minimum of 3 years of experience in property management.
    • Commensurate management experience in a behavioral health organization will be considered in lieu of 3 years of direct property management experience.
  • Certification preferred (e.g., IREM, NARPM, etc.)
  • Must have proven written and verbal communication skills and computer literacy.
  • Must have strong leadership skills and a thorough knowledge of policies and procedures
  • Must have the ability to recognize problems and recommend solutions.
  • Must have and maintain a valid Tennessee Driver’s License.
  • Must be able to show proof of personal automobile insurance.

WORKING CONDITIONS

The position involves working with people living with mental health and substance use disorders.

  • Modified remote work available for this position, shared workstation in the office.
  • Able to operate with many distractions.
  • Routine office environment.
  • The position requires availability to work regular hours, sometimes including evenings and weekends.

PHYSICAL DEMANDS

Must be able to sit, walk, stand, twist, and bend for brief periods of time. Occasional reaching and or grasping using hand and/or arms. May be required to move of lift up to 20 pounds. May be required to ascend/descend stairs. Regular use of hands requires dexterity in using the telephone, computer keyboard, or mouse. Ability to navigate support for tenants in the midst of behavioral health crises.
