Job Summary

JOB SUMMARY

The Property Manager is responsible for supporting tenants throughout their tenure in a Park Center housing program. The Property Manager works in close coordination with the support team serving program participants, as well as the facilities team maintaining the properties. The Property Manager is responsible for official correspondence with tenants and third parties. The Property Manager is also responsible for assisting the Facilities Director with all assigned tasks.

Job Responsibilities

ESSENTIAL FUNCTIONS

  1. Tenant Support administration
    1. Person-Centered, recovery-focused support for tenants is the number one priority for this position
    2. Regularly communicates with tenants for a customer-service approach with a goal of customer satisfaction
    3. Processing tenant applications for open units
    4. Interviewing potential tenants
    5. Approval processing tenants, which may involve background checks, reference checks, income verification, etc.
    6. Leasing properties to tenants with corresponding agreements
    7. Keeping and processing renewal schedules in a timely and accurate manner
    8. Overseeing rent collection process
  1. Establishing process with new tenants
  2. Maintaining process with established tenants
  3. Auditing process to ensure all rent is documented with Finance team
  4. Following-up on past due rent, initiating collection process and potential eviction notice
    1. Ensures Park Center’s compliance with tenant rights
      1. Aware of landlord-tenant law and maintains compliance with federal and local regulations
      2. Provides ongoing education to tenants on rights, responsibilities, Fair Housing principles, and other regulations
    1. Processes and follows-up with any maintenance requests
      1. Starting maintenance request
      2. Communicating process with tenant
      3. Coordination of maintenance solution
      4. Completion of task verified with Facilities team and tenant
      5. Documentation of process
    2. Coordinating unit turnover with Facilities team, cleaning company, member support team(s) for openings, and MDHA (as applicable)
      1. May assist with moving furnishings and supplies in and out of properties
  1. Team member with other PC staff
    1. Collaborates with support team and refers any tenant support needs to the support team for follow-up and guidance
    2. Collaborates with Facilities team
    3. Attends, schedules and coordinates any requested meetings
    4. Assists Facilities Director with drafting internal policies, continuing education on industry regulations and best practices, monthly reporting, property inspections, etc.
  2. Administer Vouchers
    1. 30 or more Section 8 project-based vouchers
    2. Tenant-based vouchers
    3. 14 or more units HUD 811 project, including TRACS, EIV, and OneSite
  3. Vendor responsibilities
    1. Corresponds with vendors via phone, text, fax, e-mail, in-person, and e-meetings.
    2. Communicates regularly to accomplish agreed upon outcomes.
    3. Coordinate with third-party vendors for desired outcomes
    4. Seek quality work at best price for company funds
  4. Documentation Responsibilities
    1. Maintains regularly documentation for all compliance standards regarding all vouchers, HUD, and all properties.
    2. Responds and supplies all requested documentation in an accurate and timely manner
  5. Communicates with Supervisor
    1. Monthly reports
    2. Regularly concerning PRN issues
    3. Any tenant and administration issues that are not progressing according to proscribed plan
  6. Values cultural competence and diversity
    1. Collaborates with staff, members, and the community to gain the perspectives of others having diverse opinions, abilities, values, beliefs, perspectives, and ethnic or cultural backgrounds.
    2. Takes deliberate steps to increase own cultural competency by attending trainings, events, discussions, workshops, etc.
    3. Is intentional to increase cultural competency within the department.
  7. Other duties as a member of Park Center Staff:
    1. Attends staff and supervision meetings.
    2. Completes Essential Learning courses by deadline.
    3. Keeps up with current issues and correspondence by reading emails each shift.
    4. Maintains good attendance and punctuality. Follow policy for vacation and sick time.
    5. Follows all Personnel Policies and Procedures.
    6. Follow HIPAA confidentiality guidelines.
    7. Follows emergency procedures (i.e.: resident crisis, injury or weather).

WORKING CONDITIONS

The position involves working with people who have behavioral health concerns.

  • Modified remote work available for this position, shared workstation in office.
  • Able to operate with many distractions.
  • Routine office environment.
  • Able/willing to use vehicle to transport members.
  • Able/willing to operate a large van/bus to transport clients.
  • Position requires availability to work regular hours, sometimes including evenings and weekends.

PHYSICAL DEMANDS

Must be able to sit, walk, stand, twist and bend for brief periods of time. Occasional reaching and or grasping using hand and/or arms. May be required to move of lift up to 20 pounds. May be required to ascend/descend stairs. Regular use of hands requiring dexterity in using the telephone, computer keyboard or mouse. Ability to navigate support for tenants in the midst of behavioral health crises.

Qualifications

QUALIFICATIONS

  • High school diploma or equivalent required.
  • At least one year experience in property management preferred.
  • Certification preferred (e.g., IREM, NARPM, etc.)
  • Must have proven written and verbal communication skills and computer literacy.
  • Must have and maintain a valid Tennessee Driver’s License.
  • Must be able to show proof of personal automobile insurance.
