Job Summary
Tennessee Housing Development Agency (THDA) is currently seeking a Policy and Planning Administrator, with proven experience in the field of program evaluation for large-scale federal and state programs. THDA is a governmental subsidiary of the State of Tennessee.
The successful candidate will be expected to launch and establish the program evaluation strategy for the agency; build an evidence-based culture at the agency; work alongside THDA leadership to define the long- and short-term outcomes of programs including those within the Consolidated Plan for all HUD programs and state-led programs; develop data collection strategies and tools; manage and/or conduct analysis of programs; identify gaps and areas of opportunity; and present findings intermittently to program leaders.
Job Responsibilities
KEY KNOWLEDGE, SKILLS, ABILITIES, AND COMPETENCIES:
- Ability to develop and execute vision, goals, and strategy associated with large strategic initiatives.
- Ability to build engagement and investment in strategic priorities from internal and external stakeholders.
- Ability to conduct and direct others in the complete program evaluation cycle including logic modeling, designing data collection instruments, results analysis, and developing interim and final progress evaluations.
- Ability to conduct and/or manage execution of program evaluation methodologies including, but not limited to, quasi-experimental and qualitative techniques.
- Capacity to hypothesize, operationalize hypotheses, create a research design, collect and clean data, analyze results using appropriate methods, and present results effectively in both verbal and written form.
Qualifications
MINIMUM REQUIREMENTS
- Bachelor’s Degree in the social sciences, business, or closely related field including at least one course in statistics and one upper-division or graduate course in discipline-specific research methodology required.
- Master’s degree in a social science or planning field (Public Policy, Public Administration, Urban Planning or related field) preferred.
- Five years of full-time experience in program planning, strategy development, and administration.
- Experience supervising projects and team members in various capacities preferred.
- Advanced coursework in program evaluation with expertise in statistical analysis methods preferred.
