Job Summary

Under limited supervision, leads in the compliance monitoring of program files and conducts on-site reviews of properties, as applicable, for selected federally and state funded programs administered within the Community Programs Division.

Job Responsibilities

  • Leads in the monitoring of files and on-site reviews of program records for selected housing programs administered within the Division to ensure the program partners and beneficiaries are in compliance with federal and/or state regulations.
  • Understands and applies the regulations of multiple programs to monitor the program participants and make a determination of compliance.
  • Prepares and reports results of non-compliance to the Program Manager, Director and/or Assistant Director.
  • Prepares monitoring reports for Director and/or Assistant Director.
  • Leads in the creation of compliance forms, records, reports, and required tools for monitoring files.
  • Conducts research of federal regulations and development of monitoring procedures to ensure an effective compliance program.
  • Researches and reports best practices and prepares recommendations for policy and procedure updates.
  • Makes presentations, participates in training programs, and provides technical support to program staff, Internal Audit, external auditors, or program participants, as assigned.
  • Maintains effective working relationships primarily by providing technical support to sub-grantees, federal Departments of Energy (DOE) and Health and Human Services (HHS), US Department of Housing and Urban Development (HUD), other state agencies, and internal agency personnel.
  • Serves as lead worker to train and coordinate work activities within the compliance team, as requested by the Division Director or Assistant Director.  

Qualifications

  • High School Diploma or GED.
  • Post-high school certification preferred, especially a Bachelor’s Degree in a field relative to responsibilities in this position.
  • Three years of related experience in the administration of federal or state programs.
  • Two years of compliance experience is preferred. 
  • Experience working in the administration of programs serving the low income and vulnerable populations is preferred.
