Job Summary

The Individual Placement and Support (IPS) Program Manager is responsible for the management and supervision of the employment specialist assigned to their caseload. The IPS PM provides strategic direction, inspiring leadership, and on-the-ground support to a team of employment specialists who work with Park Center members to find competitive employment and education in the community. The IPS PM builds relationships with staff members, members seeking competitive employment, employers, funders, and other critical customers and partners.

Job Responsibilities

ESSENTIAL FUNCTIONS

  • Collaborate with staff, members, and the community to gain the perspectives of others having diverse opinions, abilities, values, beliefs, perspectives, and ethnic or cultural backgrounds. 
  • Take deliberate steps to increase your own cultural competency by attending trainings, events, discussions, workshops, etc.
  • Leads the implementation of the Individual Placement Support (IPS) model of Supported Employment for people diagnosed with mental illness. Oversees efficient day-to-day operations. 
  • Supervises, evaluates, and provides support to teams of employment and education specialists. 
  • Networks with business leaders in the community to increase employment opportunities for Park Center members. Learned about the ongoing hiring needs of employers in the region. 
  • Coordinates referral and intake requirements to maximize member census. Collaborates with other departments at Park Center to coordinate outreach and engagement of members seeking to engage in employment support services. 
  • Works closely with the Department of Vocational Rehabilitation and the State Department of Mental Health and Substance Abuse Services to meet all contractual requirements. 
  • Assess member’s interests to complete the member’s career profile, job search plan, career match, hire, etc. 
  • Review members’ medical records to submit to Vocational Rehabilitation and identify diagnoses and medications to list on the career profile.   
  • Collaborates with a multidisciplinary team to implement recovery plans created with members. Participates in developing and monitoring members’ employment goals and objectives. 
  • Provides supported employment services to a caseload size of up to 10 members.
  • Attends community-based meetings and workshops on mental health, employment, and recovery. 
  • Collaborates with staff, members, and the community to gain the perspectives of others having diverse opinions, abilities, values, beliefs, perspectives, and ethnic or cultural backgrounds. 
  •  Take deliberate steps to increase cultural competency by attending training, events, discussions, workshops, etc. 
  • Reports to the Director of Supported Employment. 
  • Conducts weekly supervision of clients and identifies new strategies for employment opportunities. Complete monthly summaries for Vocational Rehabilitation. 
  • Complete monthly outcome reports for the Director of Supported Employment. 
  • Enter data into REDCap for The Department of Mental Health & Substance Abuse (TDMHSAS) to collect monthly numbers. The supervisor will assist the new Employment Specialist with job development when having difficulty with improving skills by modeling, observing, providing feedback, etc.
  • Supervisor will communicate with mental health leaders to make certain services are integration, referrals, transfers, follow-along, etc.

WORKING CONDITIONS

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to fingers, handle, or feel objects, tools, or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch; talk or hear. The employee must occasionally lift or move up to 10 pounds. Visual ability to detect errors.

Monday-Friday 7:30 am-3:30 pm, 8:00 am- 4:00 pm, or 8:30 am-4:30 pm.

Qualifications

SKILLS AND QUALIFICATIONS

  • Train new Employment Specialists on the IPS evidence-based Model.  
  • Train new Employment Specialists on IPS forms.
  • Train new Employment Specialists on assessing members’ interest to complete career profiles, career matches, and hires, new hire reports, job end reports, and stabilization and monitoring milestones for Vocational Rehabilitation. 
  • Develop new goals based on current outcomes for clients with the Employment Specialist. 
  • Review the client’s outcome with the team or IPS specialists quarterly and set goals to help for improvement. 
  • Provides supervision of an ACT team. 
  • The supervisor will provide field mentoring to all IPS specialists until they are skilled in relationship building. 
  • Is intentional to increase cultural competency within the department.
  • Preferred master’s degree in social work, rehabilitation, or another related field preferred. 
  • Experience in managing a Supported Employment program for adults diagnosed with mental illness. 
  • Deep knowledge of Individual Placement Support (IPS) fidelity scale. 
  • 2 years of supervisor experience is required. 
  • Familiarity with the Division of Rehabilitation Services (Vocational Rehabilitation Services program) and other state agencies. 
  • Communicates clearly and concisely to reach a broad audience. 
  • Willing to be a flexible and enthusiastic teammate and thought leader. 
  • Ability to initiate and follow through on projects while demonstrating sound judgment and creativity. 
  •  Must possess a valid driver’s license. 
  •  Must be able to show proof of personal automobile insurance.
