Job Summary

Position Description

The Homeless Impact Division (HID) of Metro Social Services serves as the Nashville-Davidson County Continuum of Care’s Homeless Management Information System (HMIS) lead agency. The HMIS Data Quality and Monitoring Coordinator will work with HMIS Participating Agencies to implement and navigate the Data Quality Plan, Data Quality Monitoring Plan, and other community expectations. The person in this position will support agencies with work improvement plans as needed. This position will be supervised by the HMIS Manager.

Job Responsibilities

Typical Duties

 

  • Support agency Points of Contact to ensure a consistent understanding of grant and program nuances.
  • Create and execute project work plans for HMIS Participating Agencies and revise as appropriate to match changing needs and requirements, monitoring changes of HMIS use by agency.
  • Work with HMIS Participating Agencies to clarify and understand funding-specific data requirements.
  • Communicate system-related information and updates to HMIS Participating Agencies.
  • Provide assistance for complex help desk inquiries, customer service needs, and troubleshooting.
  • Participate in quarterly HMIS evaluation.
  • Update and maintain ongoing data dashboards and reports created by the HMIS team.
  • Lead the development and improvement of the monitoring of all HMIS participating projects for HUD and local government compliance for standards of client confidentiality, data collection, data entry, data retrieval, and reporting.
  • Implement and monitor quarterly data quality checks of each HMIS participating agency using the Data Quality Monitoring Plan self-check tool. Follow up with and support agencies as needed.
  • Implement and oversee all annual HMIS Participating Agency data quality monitoring and data security review visits.
  • Document the findings of the review based on the Data Quality Monitoring Plan.
  • Work with non-compliant agencies to develop corrective action plans and follow up as needed.
  • Support HMIS Participating Agencies in running their own reports to monitor their data quality.
  • Create and implement an HMIS Data Privacy and Security Plan.
  • Conduct Security standard monitoring in accordance with established policies and procedures and follow up with HMIS Participating Agencies as needed.
  • Support the HMIS Team in coordinating with relevant HMIS Committees and CoC partners to review and update HMIS Policies and Procedures, Data Quality Plan, Data Security Plan, and other documents as needed
  • Maintain project management progress in Asana (our project management system)
  • Staff CoC Committee meetings as assigned.
  • Support the work of the HMIS Manager and CE Manager.
  • Other duties as assigned.

Qualifications

Minimum Qualifications

Bachelor’s degree from an accredited college or university and four (4) years of related experience

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government. 

Preferred Experience, Knowledge, Skills, and Abilities

 

  • Master’s degree; Degree(S) in education and/or social work preferred.
  • Highly skilled in Microsoft Word with some basic knowledge of Excel.
  • Has knowledge of Homeless Management Information System (HMIS) or willing and able to learn these areas of expertise within the first six months.
  • Has outstanding critical thinking, analytical, and interpersonal communication skills as well as the ability to interact with clients and all levels of project teams with professionalism.
  • Is self-directed and detail-oriented.
  • Has excellent writing skills.
  • The ideal candidate has experience in the following areas: homeless programs, systems, or policy development; program evaluations and outcomes measurement; management information systems.
