Job Summary

The Grants Fiscal Analyst contributes to the efforts of United Way of Greater Nashville (UWGN) by continuing to develop and strengthen the SNAP Employment and Training (SNAP E&T) program statewide. The Grants Fiscal Analyst is responsible for ensuring the SNAP E&T program has the capabilities to support subcontractors, assist with expanding the program, monitor the federal-mandated case management database, and ensure financial reporting is accurate according to federal and state requirements.

Job Responsibilities

Primary Duties & Responsibilities: 

  • Monitor and review fiscal aspects of the interagency agreement and subcontracts related to the SNAP E&T program to ensure compliance with state and federal regulations.
  • Monitor contracts and maintain billing processes. This includes creating billing, budget, and invoice templates in collaboration with the Associate Director, of Economic Mobility, when applicable, and assisting subcontractors in proper billing mechanisms to ensure best practices.
  • Analyze current expenditures and coordinate with the Associate Director and Regional Managers on the development and projections for future funding scenarios.
  • Respond to inquiries from subcontractors related to fiscal issues regarding the SNAP E&T program in collaboration with Regional Managers.
  • Review supporting documents and invoices to ensure that they are accurate according to state regulations for submission and payment while tracking expenditures.
  • Review, interpret, and correct discrepancies with SNAP E&T reported allowances.
  • Work closely with Regional Managers and subcontractors to ensure the Department of Human Services and the Department of Labor monthly reporting is completed according to defined deadlines.
  • Monitor case notes, and data input by subcontractors, to ensure they provide sufficient detail of services provided and expenses spent on a monthly basis.
  • Stay current on SNAP E&T program modifications to ensure subcontractors maintain the fiscal compliance and integrity of programming.
  • Maintain professional communication with staff, partners, and community stakeholders.
  • Work independently and cross-functionally with the Associate Director and Regional Managers.
  • Adheres to all guidance and regulations for SNAP E&T grants and ensures subcontractors are successfully implementing grant requirements and compliance with all terms and conditions.
  • Responsible for all grant reporting in the state’s prescribed grant reporting system, Smart Simple. I.e. closeout packages, monthly expenditure claims, MER, and FAR, reports.
  • Provide technical assistance to subcontractors as needed.
  • Other duties as assigned.

Qualifications

Education:

Bachelor’s degree in social work, business, finance, or related field; or 4 years relevant experience

Qualifications:

  • Program management
  • Working with and engaging nonprofit organizations
  • State and/or federal grant implementation and management (SNAP E&T preferred)
  • Community and relationship-building
  • Written, oral, and technological communication
  • Ability to relate to people of varied economic, racial, ethnic & religious backgrounds
  • Proficiency with Microsoft Office products, especially Outlook, Word, and Excel
  • A valid driver’s license & proof of insurance

Physical Demands: Visual acuity, manual dexterity, hearing, driving, standing, walking, sitting, stooping, bending, lifting, and carrying 50 pounds.  Reasonable accommodation may be made to enable individuals with disabilities to perform their essential duties. 

Working Conditions: 

  • Minimum of 37.5 hours per week. Based on campaign schedules, a position often requires work beyond traditional hours 
  • Flexible schedule required during special projects and events  
  • Work involves frequent interaction with other members of the United Way staff, volunteers, representatives of non-profit agencies, and the general public 
  • Occasional use of personal vehicle (mileage will be reimbursed) 
  • The employee is required to stand, walk, climb, and balance.
  • Manual dexterity sufficient to reach/handle items work with the fingers and perform repetitive hand/wrist motions. 
  • Well-lighted, heated, and/or air-conditioned indoor office setting with adequate ventilation.
