Job Summary

The Fiscal Director (FD) at the TN Language Center is responsible for direction and management of all fiscal operations, including accounts receivable, the general ledger and reporting, and provides support to the Executive Director in the financial management of the agency.  The FD creates, manages and maintains the budget and spending plans, and ensures that expenditures are within budget. 

The FD ensures compliance with UT policies and procedures related to the financial administration of the agency, as well as oversees processing of human resource paperwork and payroll entry. 

This position reports to the Executive Director.  Periodic and seasonal travel throughout the state is required to participate in TLC and IPS events and meetings.

Job Responsibilities

FINANCIAL MANAGEMENT, OVERSIGHT and DIRECTION (80%)

Manages the business, financial, and select administrative operations within the agency to ensure compliance with all applicable UT policy and procedures.

  • Budgeting and Accounting:  Oversees the budget and accounts for all expenditures and income; has full responsibility and oversight for all business and financial operations, including general ledger, accounts receivable, accounts payable, account reconciliation, procurement, and contract administration; prepares, presents and monitors the budget; monitors expenditures of financial resources;
  • Analysis, Reporting and Documentation:  Analyzes financial information, perform financial projections and prepares all financial reports for internal and external review;  creates and directs implementation of fiscal policies and procedures; implements internal audit recommendations/procedures;
  • Cash Management: prepares deposits and processes invoices and reimbursements when necessary; manages accounts receivable collection efforts.

HUMAN RESOURCE MANAGEMENT (10%)

  • Responsible for overseeing intake of new hires, ensuring compliance with federal, state and local procedures in hiring; responsible for overseeing time entry and a back-up for time entry; verify all payroll entries.

LEADERSHIP and DIRECTION (10%)

  • Discusses programmatic budgets, goals and targets with program managers; works with program managers regarding grants and grant administration;
  • Member of TLC leadership team, serving as subject matter expert on fiscal policies and procedures and communicates those with peers and subordinates as well as Executive Director;
  • Member of various Institute of Public Service (IPS) committees; attend UT meetings; participate in professional development opportunities, meetings and events with TLC team; work on special projects with other IPS employees.

Qualifications

Education

Required : Bachelor’s Degree:  Business, accounting, budgeting, finance or related field.

Experience        

Required:

Three to five (3 to 5) years of experience in business, accounting, budgeting, finance, or related experience.

Preferred:

  • UT or general university experience
  • IRIS/SAP accounting system experience
  • QuickBooks or other accounting software experience
  • 2+ years managerial experience, in addition to the 3 to 5 general experience.

Skills   

Required:

  • Knowledge of  general accepted accounting principles and fund accounting
  • Ability to develop budgets, develop and review financial projections, and provide and evaluate analysis to support decision making processes
  • Ability to provide accurate financial analysis to provide a basis for sound budget decision making and financial projections
  • Ability to communicate and interact effectively with staff
  • Ability to manage several complex projects and processes simultaneously
  • Ability to act independently and achieve goals.
  • Excellent problem solving skills
  • Excellent verbal, written, and other communication skills
  • Microsoft Office knowledge, especially Excel

Preferred:

  • Sponsored project accounting, University fiscal policy and administrative procedures
  • Experience interacting with a diverse, multicultural workforce

  • Flexibility in work hours:  Some evenings or weekends may be required for event participation.
