Job Summary

This position is the chief professional and operating officer of the Housing, Health, and Human Services Alliance of Rutherford County (H3ARC), the lead agency of the Continuum of Care for Rutherford County.  H3ARC is an organization supporting and coordinating efforts of member agencies that care for people experiencing homelessness in Rutherford County. H3ARC administers the HMIS (Homeless Management Information System), facilitates the coordinated entry process, and will serve as the collaborative applicant for approximately $650,000 per year of public funding. 

The Executive Director is responsible for planning, development of funding for the organization, and establishing policies and objectives in compliance with US Department of Housing and Urban Development (HUD) policies and community initiatives. This a grant-funded position and reports directly to an executive committee.

Job Responsibilities

Oversee all aspects of organizational operations including administration, finances, HR, fundraising, program development, public relations, marketing, and communications

Coordination of Activities Within the Continuum of Care (CoC)

• Provide visible and effective leadership to end homelessness in Rutherford County

•Coordinate a collaborative response within Rutherford County to meet the needs of homeless individuals (including unaccompanied youth) and families: 1) Outreach, engagement, and assessment; 2) Shelter, housing and supportive services; 3) Prevention strategies

•Evaluate the outcomes of funded projects, monitor and enforce compliance of program requirements with onsite and remote monitoring of CoC and Emergency Solutions Grant (ESG) collaborative recipients

•Coordinate the annual point-in-time count of sheltered and unsheltered individuals and other required data collection

HUD Compliance Activities

  • Complete the transition of H3ARC to become the collaborative applicant for Continuum of Care funding and manage all responsibilities as the collaborative applicant
  • Streamline the rating and ranking process of project applications from member agencies
  • Responsible for the successful submission of the annual HUD CoC consolidated application
  • Facilitate a fair and transparent local CoC project competition

Developing CoC system

• Support partnerships, and efforts of nonprofit providers, to expand housing capacity and re-house individuals and families rapidly, while minimizing the trauma and dislocation caused to individuals, families, and the community caused by homelessness

•Promote access to, and effective use of, mainstream housing partners through relationship building

• Partner with the executive committee, working groups, and other stakeholders to develop and implement the strategic plan

• Serve as the primary spokesperson, and subject area expert on homelessness for the member agencies of H3ARC

•Work closely with prospective property owners, managers, and landlords to promote housing opportunities for homeless individuals and families.

•Engage local governments, community leaders, and strategic partners to implement an incentive program that encourages landlords to accept Housing Choice Vouchers, provide rental subsidies, and provide a contingency fund for unpaid back rent or property damages

•Educate property owners and managers regarding subsidies, tax incentives, security deposit assistance, and other incentives for working with H3ARC agencies and their clients.

•Under the direction of the Executive Committee, oversee all aspects of financial management for H3ARC

•Develop financial resources through grant attainment, private and public funding, and other funding opportunities that support the core mission of H3ARC

• Under the direction of the Executive Committee, recruit, interview, and manage both paid staff and volunteer personnel

• Coordinate and implement H3ARC public relations strategies and goals, including website and social media

• Complete other duties as assigned by the Executive Committee

Qualifications

The successful candidate will meet or exceed the following minimum qualifications:

• Bachelor’s degree; Master’s degree preferred, in a human service field, policy or business administration/management

•Preferred experience working within a Continuum of Care and a working knowledge of HUD requirements and current Fair Housing Laws

• Preferred Five (5) or more years of supervisory and/or administrative level experience in health, human service, nonprofit, and/or business, including the following:

  • Fundraising experience, including mail, social media, special events, and major donor
  • Grant writing and public speaking experience preferred
  • Experience in working with voluntary boards and committees
  •  Local knowledge and relationships
  • Ability to work flexible hours and meet social obligations outside normal business hours
  • Must be proficient in Microsoft Office Suite: Word, Excel, PowerPoint, etc.
  • Valid driver’s license with own personal transportation and vehicle insurance
