Job Summary

Work in conjunction with the Executive Director to execute TAMHO’s public policy priorities.  Write policy positions for effective education of key public officials that articulate the Association’s position on priority issues and, where possible, offers supporting data.

Provide overall planning and administrative support to assigned sections and committees of the Association. Manage Behavioral Health Statistics System of Tennessee (BeSST) state contract to ensure that the implementation plan is properly executed and outcome and evaluation deliverables agreed to with the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) are provided.  Assist the Executive Director by carrying out those responsibilities related to the affairs of the Association that are delegated by the Executive Director.

Job Responsibilities

  1. Monitor, analyze and strategize public policy initiatives that enhance TAMHO membership organizations at both the state and federal level.
  1. Plan, coordinate and administer activities for the successful operation of assigned Association membership sections and committees.  Such activities include, but are not limited to, meeting facilitation, work plan formation, policy position analyses and recommendations, project implementation, education and training, organizational development, data analysis, and committee reports.
  1. Serve as the Grant Manager of the Behavioral Health Statistics System of Tennessee (BeSST) grant. Coordinate with TDMHSAS, Association members, data management subcontractors, and other external sources to effectively provide the outcome and evaluation deliverables specified by TAMHO’s contract with TDMHSAS. Provide support to Association member organizations in their submission of data relative to the BeSST grant.  
  1. Manage operations of the TAMHO data warehouse project. Identify and access all available data for generation of credible reports on outcome and evaluation. Analyze data and create reports that support advocacy efforts and the Association mission.
  1. Conduct presentations in both internal and external settings to provide information from the Association’s perspective on behavioral healthcare issues; articulate Board-approved policy positions of the Association in public meetings as assigned by the Executive Director.
  1. As assigned by the Executive Director, serve as the Association’s official spokesperson/liaison with external organizations, coalitions, and key publics.
  1. Assist Executive Director with the Community Mental Health Center Political Action Campaign (CMHC-PAC).
  1. Perform such other duties as may be assigned by the Executive Director.

Qualifications

Education/Experience — The skills and general abilities required to perform these duties are typically acquired through a degree from an accredited four-year college or university either in a research-oriented academic program in the behavioral sciences, Political Science, or Public Administration. The educational qualifications would, most typically, be supplemented by at least two years of additional general experience in policy analysis/planning in a healthcare environment and project management.

Licensure/Certification — No license or certification is required. 

Job-related Skills — Requires excellent verbal and written communication skills, strong facilitation skills, and experience in multiagency collaborations. Requires knowledge of MS Office Suite. Familiarity with the Tennessee public behavioral health system is preferred.
