TENNCARE OVERVIEW

TennCare is Tennessee’s managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities.  TennCare provides coverage for approximately 1.3 million Tennesseans and operates with an annual budget of approximately $12 billion.  It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

JOB AND DEPARTMENTAL OVERVIEW

The Director of the Core Human Resources team serves as a key member of the Administration and Talent Management department. In this role, the HR Director reports to the Executive Director of Administration and Talent Management and will be responsible for planning, developing, leading and coordinating the policies and activities of the HR unit and its employees to ensure legal compliance and implementation of the agency’s mission and goal of becoming a greater place to work.

The Director will execute human resource initiatives to support employee, onboarding, compensation strategies, time and labor, benefits administration, and employee complaints. This position serves on the Administration and Talent Management Department Director team along with the Director of Contractor and Assets Management, Director of Facilities Management and Director of Talent Management.

Job Responsibilities

  • Oversight of Core Human Resources activities for approximately 1,200 employees which includes:  employee transactions (hiring, promotions, transfers, separations), time and labor, payroll, investigations, compensation strategy. disciplinary action, and employee benefits.
  • Partner with Talent Management Director to ensure overall Human Resources programs are in alignment to serve the agency. The Talent Management team is accountable for the employee experience, learning & development, performance management, growth and development, and strategic recruiting.
  • Oversee and manage Core HR team case management strategy in the ServiceNow HRSD platform by managing overall team capacity of cases, evolve HR processes to leverage the ServiceNow case management tool, enhance the customer service with HR and employees at the agency, and over time, create appropriate system SLA’s.
  • Administer agency compensation strategy to ensure equity across job positions.
  • Manage the Employee Relations team to ensure employee concerns and complaints are addressed timely, accurately, and in compliance with state and agency policies. In partnership with agency leadership and the legal team, ensure appropriate remediation steps are taken because of concerns raised.
  • Collaborate with senior leadership to understand the organization’s goals and strategies related to workforce administration, time and labor, employee discipline, and employee benefits.
  • Act as the liaison between TennCare and state’s Department of Human Resources.
  • Create strategies and execute initiatives for workforce planning that enable business leaders to anticipate and proactively manage the workforce capacity and capability needed to meet the agency’s mission.
  • Proactively maintain budgeted headcount through analysis of staffing trends.
  • Proactively identify agency HR-related risks; design, recommend and implement response to prevent or mitigate those risks.
  • Responsible for the consistent application, interpretation, and administration of TennCare and Tennessee Department of Human Resources rules, policies, procedures, and processes.
  • Utilize knowledge of employment-related laws and regulations to provide oversight and guidance on all HR matters including OSHA, Workers’ Comp, FMLA, ADA Accommodations, EEO, fair work practices, injuries and the TennCare work environment.
  • Bring a data analytics mindset forward to Core HR processes to identify outliers from standard operating procedures, to measure and manage HR case management workload and bring data-driven solutions.
  • Responsible for all intern and employee paperwork including onboarding and offboarding processes.
  • Ensure Core HR team adheres to appropriate document retention strategies and RDA practices.

Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree
  • Human Resources professional certification preferred (PHR, SPHR, SHRM-CP, IPMA-CP)
  • Minimum of 10-15 years of progressive HR experience, including at least five (5) years of leadership experience
