Job Summary

Assists in administering the policies and programs of the organization, including initiating, planning, and executing the projects, programs, and other activities of the organization pursuant to the state law, and ensuring the integrity of all the financial systems, transactions, and reports of the organization; manages key administrative functions of the organization, including purchasing, budgeting, cash management, accounting; oversees additional assigned organization divisions.

Job Responsibilities

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Directly supervises staff; interviews, makes hiring recommendations, and trains employees; makes assignments and monitors work; develops employee skills and encourages growth and development; reviews and evaluates employee performance; address workplace issues and provides guidance, coaching, and disciplinary measures for staff; addresses personnel issues in conjunction with appropriate leadership and the Human Resources division.
  • Oversees the Finance, Accounting, Operations, Section 8 Rental Assistance, and Section 8 Contract Administration and Compliance divisions.
  • Serves as a member of the Executive Team; serves as “Officer on Deck” on a rotating basis with other Executive Team members as assigned by the Executive Director in the Executive Director’s absence.
  • Reviews financial and accounting systems in all divisions of the organization and oversees financial decisions in all divisions of the organization.
  • Implements new financial systems and related procedures and controls.
  • Oversees the preparation of financial reports.
  • Oversees preparation of the organization’s budget and monitors spending.
  • Oversees the purchasing function

Qualifications

  • Bachelor’s degree in accounting, business, or related field; Master’s Degree preferred.
  • Five years of direct supervisory management experience.
  • Five years of experience in a senior management capacity with responsibility for financial and/or administrative functions, two of which are relevant to housing or social services.
  • Job-related professional certification (ex: Certified Public Accountant [CPA], Certified Government Financial Manager [CGFM]) is a plus.
  • Government experience preferred.
