Job Summary

Organizational Description

The Tennessee Department of Mental Health and Substance Abuse Services is charged with planning for and promoting an array of services from prevention and early intervention to resiliency and recovery.  DMHSAS operates four Regional Mental Health Institutes and contracts with mental health and substance abuse community providers across the state to offer services to Tennesseans.  The Department manages a budget of more than $500 million, with funding from dedicated fees, revenue, federal grants, and state general fund appropriations.

The Office of Budget Services within the Division of Administrative and Regulatory Services provides support to department leadership through the development of the annual budget, financial planning, and development of financial information.

Job Responsibilities

Summary of Position

The Budget Analyst 2 will assist the Budget Director in the development, submission, and administration of the operating budgets for the TN Department of Mental Health and Substance Abuse Services. This employee will work collaboratively with personnel from all areas of the agency and must be able to communicate effectively. The Budget Analyst 2 will use Microsoft Excel and budgetary software to prepare budgets in accordance with Finance and Administration budget guidelines.

Principal Duties and Responsibilities

  • Assist in the development and administration of a departmental budget
  • Analyze financial data to prepare revenue and expenditure forecasts
  • Analyzes budget for special projects to ensure availability of funds and prepares special financial reports as required
  • Prepares periodic reports comparing budgeted costs to actual costs and budgeted revenues to actual revenues
  • Assembles fiscal and statistical data for use in budgetary evaluations and budget hearings.

Knowledge, Skills and Abilities

  • Knowledge of administrative procedures and systems including word processing, file and data management, and time management
  • The ability to use Microsoft Excel and Microsoft Word effectively is essential for this position
  • Must possess good communication skills and the ability to work collaboratively with personnel from other parts of the agency
  • Must be detail oriented, able to work independently and have good general math ability
  • Experience in financial analysis in a healthcare setting is preferred


Education / Experience

Minimum Qualifications: 

  • Graduation from an accredited college or university with a bachelor’s degree and experience equivalent to one year of full-time professional budget analytic experience
  • Substitution of Experience for Education: Qualifying full-time professional experience in analytic work may be substituted for the required education, on a year for-year basis, to a maximum of four years
  • Substitution of Education for Experience: Graduate coursework in business administration, public administration or other related acceptable field may be substituted for the required experience

Preferred Experience:

  • Experience in financial analysis in mental health, substance abuse or healthcare setting
